Data centers are cooled by local water supplies, fiber-optic cable follows the sightlines left by railroads and telegraph, global hardware semiconductor supplies depend on the labor of rare earth mineral miners: somehow computing always needs more. The past ten years, in particular, have exhibited a perilous turn in the political economy of computing, as software became service, programming became agile, and storage became cloud. This new regime is driven by an accelerated mode of iterative software development that increasingly relies on post-sales bug fixes, security patches, and performance upgrades, producing a litany of products and services whose endless failures aid some and threaten others. From the communities subject to such “innovation” to the shadow workers paid to “be” artificial intelligence to the coders pushing ambient updates by the millions, risk hums through it all. Computation today is locked in a state of perpetual beta testing, forever promising “improved” features—just don’t ask when it will end, and don’t ask who’s doing the work. In the meantime, these new standards of practice generate new labor and resource demands, new forms of risk, and new challenges for accountability and intervention alike. Yet the patched and partial nature of computing isn’t new. Computing is infrastructure, requiring its own forms of construction and maintenance throughout its history, whether tearing up roads, detangling spaghetti code, or hastily soldering circuits. These are metaphors for history too: what better encapsulates the sentiment of doing history, than the feeling that it will never be done? For historians of information and computing itself, such anxieties are particularly acute due to the objects under examination: constant upgrades, absent documentation, planned obsolescence, the failure of historic hardware. For every line of code we save, hundreds, thousands, disappear. As we work to make sense of our contemporary conditions, how does the undone quality of history affect our ability to tell it? The 2022 SIGCIS Conference, convening in-person in New Orleans on November 13 following the SHOT Annual Meeting, invites scholars, museum and archive professionals, journalists, IT practitioners, artists, and independent researchers across the disciplinary spectrum to submit abstracts related to the historical conditions of computing. We are especially interested in (but not limited to) work that relates to the theme of construction, maintenance, and labor, broadly and imaginatively construed. Areas of engagement may include: - Maintenance and infrastructure in the history of computing and information tech - Historically-oriented approaches to the platform and gig economies - Computing as a site of labor struggle - Networks, borders, boundaries - Computational models of resistance: obfuscation, open-source, hacking, going “off grid” - Government’s historic role in the construction of computing industries and infrastructure - Communitarian and utopian applications of computing - Updates, upgrades, failures, and bugs - Modding, re-using, recycling, afterlives - Archival and curatorial practices and methods - Oral history, memory, forgetting - The limits of historical representation SIGCIS is especially welcoming of new directions in scholarship. We maintain an inclusive atmosphere for scholarly inquiry, supporting disciplinary interventions from beyond the traditional history of technology and promoting diversity in STEM. We welcome submissions from: the histories of technology, computing, information, and science; science and technology studies; oral history and archival studies; critical studies of big data and machine learning; studies of women, gender, and sexuality; studies of race, ethnicity, and postcoloniality; film, media, and game studies; software and code studies; network and internet histories; music, sound studies, and art history; and all other applicable domains. The annual SIGCIS Conference begins immediately after the regular annual meeting of our parent organization, the Society for the History of Technology [SHOT]. Information about the annual SHOT conference can be found at: https://bit.ly/3Nswik2 SUBMISSION FORMATS SIGCIS welcomes proposals for individual 15-20 minute papers, 3-4 paper panel proposals, and non-traditional proposals such as roundtables, software demonstrations, art and music performances, hands-on workshops, etc. SUBMISSION PROCEDURES Submissions are due June 1, 2022 via Google form: <https://forms.gle/C8ixar9s3JsCXq8d9>https://forms.gle/sLRowEDz6QitKCfv9. Submissions require: - 300-350 word abstract, summary, or prospectus (as appropriate for the submission type). Full panel proposals should additionally include 200-250 word abstracts for each paper that will be part of the panel. - 100-150 word bios for each participant If you are submitting a co-presented paper, pre-constituted panel, or other submission involving multiple participants, please only have one person submit for the group; contact and professional information for other participants can be included in the Bio submission section. COSTS/REGISTRATION While last year’s online conference was pay-what-you-can, hosting an in-person event incurs costs related to room and A/V rental, catering, etc. These costs are subsidized in part by our parent organization, SHOT, but participants should expect registration fees in the range of $45-50 for SHOT attendees and $90-120 for those only attending Sunday SIGCIS Conference (we list these rates in good faith, but they are subject to change). Attending SHOT has its own registration costs. TRAVEL AND CARE GRANTS As a new initiative, SIGCIS will be offering grants to support travel expenses and/or expenses related to child, elder, and other forms of care for presenters whose responsibilities at home may present a barrier to in-person participation. The top financial priority of SIGCIS is support for graduate students, visiting faculty without institutional travel support, and others who would be unable to attend the meeting without travel assistance. We understand that for some, participation is more contingent on childcare or elder care, and as such we are opening up these grants to provide that form of support as well. There is no separate application form, though depending on the volume of requests and available resources we may need to contact you for further information before making a decision. Any award offered is contingent on registering for and attending the SIGCIS Conference. Please note that SHOT does not classify the SIGCIS Conference as participation in the SHOT annual meeting, so acceptance by SIGCIS does not imply eligibility for the SHOT travel grant program. Hello SIGCIS - I’m writing to remind you about all the great computer & information history events scheduled for the SHOT annual meeting in New Orleans, coming soon on November 10-13. An overview of the meeting is here: https://www.historyoftechnology.org/annual-meeting/2022-shot-annual-meeting… In particular, I want to draw your attention to three elements, and encourage you to register & attend if you can: 1. On Friday Nov 11 we’ll have the "SIGCIS Business Lunch,” which will be a great opportunity to catch up. This also will be the venue for our much-anticipated SIGCIS Book Auction, where we’ll have a variety of recent and ‘classic' volumes on hand, ready to go to the highest bidder. All proceeds go to SIGCIS travel awards and initiatives for improving accessibility and inclusivity for our SIGCIS conferences. 2. There are no SIGCIS-sponsored panels at SHOT this year, but, my goodness, there are more fascinating papers and panels than I can handle. Artificial intelligence, data science, and algorithmic approaches to decision making often assume we can better describe and predict social phenomena through the collection, imputation, and manipulation of data. But the problems and issues of how to measure, how to count, and what counts in counting, have a long history that predates the digital revolution. Quantifying social life shapes not only what we know but *how* we know. It simultaneously describes, imposes perspectives, and presupposes values. New forms of quantification and data analysis displace earlier ways of understanding. They may transform and threaten existing practices and professions, and, in the process, create social conflict and breed distrust. Using machine learning systems to augment or replace human decision making may conflict with existing social norms, political values, and legal interpretations. The rise and spread of machine learning systems, and of algorithmic decision making more generally, have spurred calls for legal and social reform. But these technologies may also change people’s existing values, lead to new political and cultural norms, and novel conceptions (and measures) of community, justice, and equality. We seek paper submissions that investigate the ways our quantification practices are informing and reshaping our values and our communities—including the effects on democratic representation, civil rights, civil liberties, civil and criminal justice, and the promotion of sound public policy. We are particularly interested in papers discussing artificial intelligence, machine learning, and algorithmic decision-making, but also welcome papers that explore quantification practices across different times, places, and cultures. We hope to bring together an interdisciplinary group of scholars, technologists, and policy activists working in and outside of the academy, including but not limited to those working in and across the disciplines of history, public health, philosophy, anthropology, sociology, computer science, statistics, mathematics, economics, cultural studies, medicine, and law. *** Apologies for cross-posting *** Call for Symposia: 17th International Congress of Logic, Methodology and Philosophy of Science and Technology - CLMPST 2023 The Commission on the Philosophy of Technology and Engineering Sciences (CoPhiTES), as part of the Division of Logic, Methodology and Philosophy of Science and Technology (DLMPST) makes a call for submissions of proposals for symposia to take place at the next CLMPST 2023 in Buenos Aires (Argentina). List of topics of interest for the CoPhiTES commission (not limited to): - Philosophy of technology - Philosophy of engineering - Philosophy of data science (AI, computer simulations, Big Data) - Philosophy of science in practice (with technology or computer systems) - Political philosophy of technology, engineering, or data science (e.g., politics of AI) - Normativity and ethics in engineering, technology, or data science (e.g., ethics of AI) - Epistemology of technology, engineering, or data science - Design for values in technology, engineering, or data science All questions about the commission should be directed to Juan M. The final budget will be decided later based on the number of requests. Please, indicate in your proposal whether you wish to apply for funding. Symposia are groups of talks on a common theme. Each symposium consists of four to twelve papers. In EasyChair – https://easychair.org/conferences/?conf=clmpst2023 – please make a submission for (a) the symposium as a whole; and (b) each paper in the symposium (so, for example, for a four-paper symposium, you should make a total of five submissions). (a) For the symposium as a whole, please provide an abstract with a general description of the format and the topic of the proposed symposium and its significance (up to 500 words), and suggest a symposium chair. Indicate to which congress section you submit the symposium (tick the appropriate box). After the abstract, please list the titles of the talks in the order they should appear at the conference. Please add the acronym “CoPhiTES” followed by the acronym for the symposium at the beginning of the title of the symposium (e.g., CoPhiTES-<Symposium acronym>: <Title of symposium>). The acronym will be used by the Programme Committee to keep the individual submissions in a proposal together during reviewing and when creating the conference programme. (b) For each paper within a symposium, please submit a 500-word abstract (including references). Indicate to which congress section the symposium belongs (tick the appropriate box). Please add the acronym “CoPhiTES” followed by the acronym of the symposium at the beginning of the title of the talk (CoPhiTES-<Symposium acronym>: <Title of the individual talk>). The acronym will be used by the Programme Committee to keep the individual submissions in a proposal together during reviewing and when creating the conference program. Note to symposium organisers: papers intended to be presented as parts of a symposium must be submitted by their respective authors. Symposium organisers should contact all symposium speakers in advance and make sure that they submit their abstracts by the submission deadline of 15 December 2022. The symposium description is submitted by the symposium organiser by the same deadline. Please make sure that all parts of the submission are prepared for anonymous review and submitted to the same congress section (the same box is ticked in all of them). When submitting a symposium proposal, the EasyChair requires you to take the role of a “speaker“. This is for formal reasons only, and in no way precludes you from submitting a paper of your own (to that same symposium, to a different symposium, or a contributed paper). In this case, you will appear as a “speaker“ on 2 submissions, one of which must be the symposium proposal. The allocated time for each symposium paper is 30 minutes. For instance, a symposium with 4 speakers is a 2 hour session (4 x 30 minutes). Note that if a symposium consists of more than 4 speakers, it might be split into two sessions due to coffee breaks in the programme. Rules for multiple presentations (a) Every corresponding author is allowed to submit only one individual or symposium paper as a “speaker”. (Organising a symposium does not count as being a “speaker”, despite the labelling in EasyChair.) (b) Authors are permitted to be listed as non-corresponding co-authors of additional papers. (c) The corresponding author of each paper as well as the organiser of a symposium must be registered as a participant at the Congress and present the paper in Buenos Aires. The Dibner Family Chair in the History and Philosophy of Technology and Science is dedicated to promoting humanistic perspectives on science and technology and exploring the history and social implications of technology. The Chair consists of two (2) concurrent positions: (i) a Tenured Faculty Position and (ii) a Chair Position with a five-year renewable term. The candidate selected as Chair will simultaneously receive offers of an appointment to the Tenured Faculty Position and Chair Position. *Qualifications* Qualified candidates will be scholars of international repute with a distinguished record of research in the history and philosophy of technology and science. Applicants should have an accomplished record of scholarship in the interdisciplinary humanistic interpretation of technology and science, with interests in issues such as how science and engineering actually advance, how technological change broadly impacts society, and how technology and science can be viewed from various historical and philosophical perspectives within a predominantly technological environment. Applicants should be willing to lead the development of a top-ranked interdisciplinary program, be committed to excellence in teaching and mentoring and possess outstanding intellectual leadership within the University.
