It's not as short as half an hour, it has some inaccuracies, and it's from 17 years ago, but "Nerds 2.0.1 -- Brief History of the Intetnet" was a decent 3-episode lay explanation about the Internet, and parts of it apparently are available free on Youtube (and the whole thing is available for sale on Amazon). Maybe the person who made the original query can pull together something that is useful from the above video from Oregon Public Broadcasting.
