in "felix austria" we have legal a technical study about networks, dealing for example with the question of cross boarder data transfer,  "btx law",  time sharing systems, export control  etc.pp:

istvan sebestyen, peter paul sint,  "grenzüberschreitenden datenfluß und österreich", schriftenreihe der österreichischen computer gesellschaft,  oldenbourg, vienna, 1986. in this publication one can find  references to further national and international  literature, from the 1980s backwards.
