I never could find a movie about the early days of networking in Europe, but as is said somewhere else, Europe has a marketing and management problem to solve. The latter would not - or seldom - have agreed to spend money on things like that. Public media? i am still digging.
Instead there are some other good news which i hope will trigger your interest in European networking affairs: the EU bookshop has finally set free the EIN evaluation report, the European Informatics Network, aka COST project 11.
EIN was an attempt to build an experimental pan-European research network, connecting five main centres located in .fr, .uk. .it, .ch, (1972-1978), and some subcentres (leased lines and dial in). Well, for doing so it was not enough to convince Congress, but a multilateral agreement (UN treaty 20750) needed to be signed, in 1971 …

EINbis: not that successful, but at least something was happening
EINter: as far as i am concerned, never happened
