What a great idea! I would love to see the final syllabus you put together. 

Some suggestions I have on Asia:

Tinn, H. 2011. From DIY Computers to Illegal Copies: The Controversy over Tinkering with Microcomputers in Taiwan, 1980-1984. IEEE Annals of the History of Computing, 33(2), 75-88. 

Wajcman, J. and Lobb, L. 2007. The Gender Relations of Software Work in Vietnam. Gender, Technology, and Development, 11(1). 

And while not explicitly about computers, Tom Mullaney's work on the Chinese typewriter may be helpful since he relates it to predictive text.
